About

Irene is a Counsel at Bahas, Gramatidis & Partners and leads the firm’s Public & Administrative Law practice. She advises Greek and international corporates, public-sector entities and individuals on public procurement, energy regulation, environmental law and the contestation of administrative acts – Including disputes in tax, customs, competition and market law – with a litigation record that extends to the Court of Justice of the European Union. Since 2007 she has built deep sector knowledge across the regulated Greek economy, advising in gambling, media, technology and telecommunications, and transportation and logistics.

Her procurement work spans the full cycle of public tenders – from large-scale concession procedures for ports, railway infrastructure and airports through to service, supply and works contracts across sectors including technology, consulting, security and utilities – acting for both bidders and contracting authorities. In the energy sphere, she has supported major renewable-energy acquisitions covering photovoltaic, wind and biomass plants, advising on the regulatory framework, environmental permitting, urban-planning requirements and construction law.

Clients rely on her to replace ambiguity with actionable, strategic advice in highly regulated environments — combining legal rigour with commercial judgment and a commitment to creative, collaborative problem-solving within the wider team.
